Douglas and Son Ltd.

Here's a rather obscure make of bagpipe.  Douglas and Son Ltd. Glasgow, Scotland. According to Jeannie Campbell, Hugh Douglas was a maker of bugles and military instruments.  They appeared in the Glasgow trade directories from 1914 to 1925 as bagpipe makers and musicial instrument makers.  This bagpipe was identitifed by Seamas MacNeill by a still faint "D" impression on the bass drone.

For my money, these bagpipes look an awful lot like Adamson bagpipes which makes me wonder if there was a connection between the two.  As Douglas was more a musical instrument dealer it is likely that he had the bagpipe made for him rather than being a maker himself.

Here's another shot of that bagpipe that Seamus identified.
